外洋村地处罗源湾南岸，村落依着山势、临水而建，属革命老区基点村，罗马公路从村中穿过[1]。

村名的来历：村东南部原是一片田洋，东面临海滩，因此名外洋[1]。

产业与荣誉[edit]

此前外洋村以传统农业为主，近年水产养殖与种植业有所发展[1]。

2024年1月，外洋村被命名为「2023年福建省卫生村」；2024年12月，被认定为「福州市2024年市级“一村一品”专业村」，主导产业为生姜；另在罗源县第四轮第二批平安评选中（评选年度为2020年）获「平安村（社区）」称号，时间为2021年8月[1]。
