营前街道位于福建省福州市长乐区西部，北临闽江，与马尾区隔江相望，东接航城街道，南邻首占镇。街道中心区距长乐城区约7千米，距福州市区约18千米[6]。旧称瀛洲，又名营田，明代戚继光曾在此屯兵；清末闽海关在闽江口设立的分关也设在这里[2][3][8]。白岩潭一带水深，可供万吨级船舶锚泊，建有集装箱码头[4]。今存闽海关营前分关旧址、罗零基点和营前新街等文物[7][8]。

历史沿革[edit]

关于地名，一种说法是：明代戚继光入闽平倭时在此驻军，军营前是一片引闽江水灌溉的田地，一年两熟，因而称营田；临江处原有瀛洲寺，地名也借寺名流传[3]。清雍正十二年（1734年）这里设有县丞厅，俗称营前分县，当时隶属闽县[3]。1913年闽县与侯官合并为闽侯县，营前改属闽侯[3]。

1934年9月营前由闽侯划归长乐县，先后设为长乐第七区、第四区[3][2]。1943年改设营前镇，1949年后称营前区；1958年9月起实行政社合一，改称营前公社，1984年9月公社撤销，改设为镇[1][3]。1994年后营前归长乐市管辖，2005年撤镇设街道，2017年划入长乐区[2][1]。

地理环境[edit]

街道地处闽江下游南岸，江岸线总长约9千米，福泉高速公路与罗长高速公路在此交汇，峡漳公路穿境而过[6]。2019年，街道面积31.55平方千米，总人口约3.7万人[6]。白岩潭一带水深，可供万吨级船舶锚泊，建有集装箱码头[4]。

名胜古迹[edit]

2023年，长乐区的文物安全责任人名录载有营前街道不可移动文物21处[7]。其中闽海关营前分关旧址在营前社区，现存港务长宿舍、分关码头与六孔绞缆铁桩等，占地约485平方米[8]。清同治八年（1869年）设立的闽海关营前分关，又称罗星塔海关，其职责是检验进入福州港的外商大船与货物。旧址2021年列为区级文物保护单位，2025年底被公布为「福建省第十一批省级文物保护单位」[7][8]。

营前新街是1928年至1933年间辛亥革命先驱黄展云在福建省农工厅厅长任内创建的「营前模范村」的一部分[4]。1929年，他发动农民在闽江滩涂打桩填土，修成一条大道，道旁建起两层骑楼式店铺，形成商业街，店铺屋顶彼此相通，还设有邮局、海关等服务设施[4]。该街2003年公布为文物保护单位[4][7]。

罗零基点位于营前闽江南岸，是闽江口下游的水位观测基准。1866年起德国工程师在此观测水位与流量，确定了固定的最低水位标记，简称罗零点，此后福建的陆上高程和水下深度都以它为起算点[5]。1952年底定其标高为黄海高程负2.179米，并在上方约20米处埋设标石[5]。该处为福州市文物保护单位[5][7]。

陈谨墓在洞头村洞头山麓，俗称状元墓，墓志铭由徐阶撰写，墓道旁立有当代书法家郑述信手书的神道碑[5]。该墓2001年列为区级文物保护单位[7]。

营前社区的瀛洲寺又称营前纪念馆，也是区级文物保护单位；营前陈氏宗祠、瀛前林氏宗祠和龙江井为文物点[7]。东屿村的东屿革命烈士陵园安葬了1949年前后在长乐、闽侯一带被捕或牺牲的中共党员和游击队员7人，所在位置是大象山麓的峡漳路旁[5]。
