罗星街道是福建省福州市马尾区下辖的街道，位于马尾区西南部，闽江下游北岸，因街道内的罗星塔得名。[1][4]

罗星塔、马限山近代建筑群、圣教医院旧址等古迹集中于此，是街道内主要的文物遗存。[5][11][13]

历史沿革[edit]

明嘉靖三十四年（1555年），邑令王察言募民筑墩，以阻挡市河东流的水势，墩名罗星台。[1] 清乾隆年间，今上岐、君竹一带属闽岐乡。[3]

1958年，马尾一带改为人民公社；1978年马尾恢复镇建制。1982年8月26日，马尾设县级区，马尾镇改为街道办事处。1995年12月15日，马尾街道更名为罗星街道。[3]

1985年1月，经国务院批准，马尾区内划出4.4平方公里设立福州经济技术开发区；1993年起两区合为一体，对外挂两块牌子，内部只设一套机构。[3]

1997年，街道下辖9个居民委员会和6个村民委员会。[2] 2002年2月，居委会改革将原福星、凤洋、沿山三个居委会整合为沿山社区，另增设罗星、新港两个社区，保留马限、培英两个居委会，村委会减为5个，并沿用至今。[2]

地理环境[edit]

街道东与亭江镇的松门、打石坑相接，南面临江，西与马尾镇朏头村毗邻，北面接壤马尾镇的山地。街道距福州市中心19.6公里，距闽江口35公里。[1]

辖区面积的记载有两种：博雅地名网记为31.2平方千米（含山地面积），维基百科记为28.08平方千米。[1][4] 其中山地面积约20343亩，林地面积约22175.733亩。[1]

环境保护部在2011年4月将「2011年度国家级生态乡镇」称号授予罗星街道。[1]

名胜古迹[edit]

罗星塔立于罗星山上，是街道内的主要古迹。塔为八角七层的石塔，高31.5米，相传始建于宋代，明万历年间塔毁，天启年间在原塔座上重建。[5][6][7][9]

罗星山原是闽江中的一座江心岛，俗称磨心岛，经过几百年的沧海桑田，岛与陆地相连，成为陆上的高阜。塔内第二层的塔铭把罗星塔的形势概括为「中流砥柱，险要绝伦」。外国船只来福州多在塔下抛锚，水手因此称之为「中国塔」。[9]

清光绪十年（1884年）中法马江海战时，石塔在塔下一带受炮火影响，多处损伤，塔刹被毁；战后在塔顶安置一颗铁球代替塔刹。[5][7] 1964年重修，塔下高阜辟为罗星公园。[5][9]

罗星塔1985年被列为福建省文物保护单位，后为全国重点文物保护单位。[5][6][8] 罗星塔邮局设立于光绪二十三年，即1897年，开办日期为2月20日；它是福建省最早的三个邮局之一，此后运营57年。[5]

罗星塔公园南侧山腰有清代「砥柱回澜」石碑，为郡守李拔所题，碑长2.40米、宽0.92米。此碑在第九批区级文物保护名单中，名单公布于2020年1月。[10]

马限山上的近代建筑群，清道光二十五年（1845年）以后由英国人陆续建成，共四座砖木结构的欧式建筑，即圣教医院、院长公寓、副领事署与监狱。1942年民国海军部接收副领事署和监狱，在山上植梅，故称梅园。2020年11月，建筑群被列为福建省第十批省级文物保护单位。[11]

圣教医院旧址由英国圣公会布道会于光绪二十七年（1901年）设立，首任院长为英国驻福州副领事梅医生，为福州市文物保护单位。[13]

沿山社区的杜锡珪摩崖石刻，刻于民国16年（1927年），自右至左横刻颜体楷书「鹤寿」，落款「杜锡珪」，2020年1月2日公布，属福州市第八批市级文物保护单位之一。[12]
