宋时这一带是怀安县治所，地名称怀安，后演变为淮安。[1]社区于1996年成立。[1]
名胜古迹[edit]
怀安衙署位于江边一带，宋咸平二年（999年）起为怀安县衙所在，明代以后县治撤销，清代改作递运所并改建为民居。[2]怀安窑址在天马岭一带，是南朝至唐代的瓷窑遗址。[3]怀安相公庙位于石山西麓的马尾道旁，建于清代，面临闽江。[4]
