东柳街道是浙江省宁波市鄞州区下辖的街道，在宁波主城区的东部，西面离三江口不远，东面接着福明、中河两个街道[1][2]。辖区东西约1.8千米，南北约3.1千米，面积5.2平方千米，下设12个社区，街道办事处驻桑田路801号[1][3]。据鄞州区人民政府网站2026年的介绍，全街道户籍在册者为5.38万人，在此居住生活的人则有8.24万人[1]。

街道所辖地域在20世纪后期还是东郊乡、福明乡与东胜街道交界的城乡接合部，1997年1月单独设街[1][4]。今天的东柳是宁波城区里建成较早、人口较密的居住片区之一，华侨城、锦苑、中兴等小区先后成为省级未来社区[1]。辖区内有商务楼宇和文创园区，城市干道在此交汇，境内设有轨道交通车站[1][3]。

历史沿革[edit]

这片地方在唐代属鄮县万龄乡，宋、元、明三代归鄞县万龄老界乡，清代为老界乡赤城里，民国初年归鄞县城区，1919年改隶鄞县第四区；1927年划入宁波市城区，1935年又归鄞县江东镇，1949年以后隶属江东区[2]。城市化之前，这里分属东郊乡、东胜乡和福明乡，是城边的村地[4][5]。

1997年1月，东柳街道办事处在原矮柳村一带设立，街道由此得名[1][5]。2002年2月，浙江省人民政府批准江东区部分乡撤乡设街并调整几个街道的辖区，原东郊乡的甬升村划归东柳街道，街道的四至定为东起福明路、西到中兴路、南抵中塘河、北至江南路，此后辖10个社区和1个行政村[6]。据博雅地名网，2001年6月原有的20个居民小区并为10个社区，2002年6月东海花园社区又划入街道管辖[4]。2016年9月，江东区撤销，东柳街道随原江东区辖地改属鄞州区[2][4]。

地理环境[edit]

街道处在宁波平原上，属亚热带季风气候，地势平坦，后塘河自西向东从辖区附近流过[1][7]。全街道西面临近三江口，东面连接东部新城，相距不远，中兴路、桑田路、宁穿路、江南公路等城市干道在境内交汇[1]。宁波轨道交通的1号线、3号线、4号线都在街道范围内设站，其中1号线在2014年5月30日开通，是宁波的第一条地铁[1][7]。

人口民族[edit]

东柳是宁波城区人口集中的街道之一。按鄞州区人民政府网站的介绍，全街道户籍在册5.38万人，在此居住生活的有8.24万人；居民大多为汉族，也有满、回、仡佬、蒙古、畲等民族的住户[1]。2000年第五次全国人口普查时，东柳街道人口为40452人[6]。

经济[edit]

街道用地以居住和城市服务为主。街道内的主要商务楼宇共13幢，恒富大厦、天润商厦是其中两幢，另有创意三厂文创园区，金融、商贸、专业服务与航运物流等业态集中在这里[1]。

文化[edit]

宁波儿童公园、宁波海洋世界等公共文化休闲设施分布在街道辖区内[1]。作为城区里的老居住片区，东柳在社区治理和养老服务上有较多做法：华侨城、锦苑、中兴三个社区先后建成省级未来社区；中兴社区探索居家养老，把老人按身体状况分类建档管理，并引入专业机构办起长者照护之家；街道的老潘工作室从事矛盾纠纷调解，其做法被收入全国的矛盾纠纷调解工作法名单[1][8]。街道还先后被列为全国智慧健康养老应用试点示范街道「全国智慧健康养老应用试点示范街道」等三项「全国社区教育示范街道」「全国公共就业服务标准化试点街道」[1][9]。

著名人物[edit]

据《柳氏宗谱》，矮柳村的柳氏为春秋时柳下惠的后人，明代柳哲厚从鄞东矮柳迁居到横街头的东北，子孙留在村里耕作繁衍，村中河道两岸遍植柳树，村名即由此而来[4]。
