围垦区是浙江省杭州市萧山区钱塘江畔的一片围垦土地，北、东、西三面临钱塘江，南面与南沙大堤相接。博雅地名网将其列为镇级单位。[1][2]

这片土地是历年筑堤圈围滩涂而成。清乾隆年间和民国时期，沿江农民多自发圈围；建国后则纳入钱塘江整治规划，从1966年起大规模施工。至1995年底，萧山围垦的毛地面积达51.82万亩，按地段划分为五个垦区。[1]

清乾隆年间和民国时期，萧山沿江一带的滩涂多由农民自发圈围，但江道一旦改走，已围的土地常被冲坍，人民因此屡遭迁徙之苦。建国后，围垦与钱塘江的治理结合起来，成陆有了长期的保障。[1]

九号坝以下的凹囊区段在1966年下半年被围起，毛地2.25万亩，系省里、杭州市和萧山县三方合力完成。此后的大规模围涂逐期推进，截至1995年，万亩以上的围涂已有17期。[1]

1968年的一次围垦中，滩涂西、北、东三面临江，工程须在三面筑堤。当年6月设立瓜沥地区围垦指挥部，同年12月3日竣工，围得毛地3.6万亩。[1]

1970年至1971年的军-围工程分两段完成，参与者为驻浙部队和南京军区下属的生产建设兵团，萧山县负责配合。北块先行入围，毛地5.92万亩；南块随后，又得毛地3.794万亩。[1]

1986年的围垦面积为5.2万亩。那时农村已实行「家庭联产承包责任制」，过去按工分出工的做法不能再用，集中劳力只能靠行政动员，土地也按出力、出资、受益相对应的办法分配。[1]

1993年，一次一万三千亩规模的围垦首次改用泥浆泵施工，主体工程公开招标承包，10月20日开工，12月7日竣工，投资436.12万元，资金全部来自萧山的地方财政。围成的土地不再分给乡镇，改设市农业对外综合开发区，由其专门经营管理。[1]

1994年11月至1995年12月，在其附近继续以泥浆泵为主的机械化施工，分四期逐块围涂，围得毛地1.9万亩。[1]

垦区划分[edit]

1949年至1995年间，萧山围得的滩涂毛地共51.82万亩，按南沙大堤自西向东划为五个垦区：半爿山至红卫闸垦区1.28万亩，顺坝垦区2.32万亩，九号坝垦区4.15万亩，美女山至十二埭闸垦区38.97万亩（亦称「萧围」垦区，含「益农五围」3000亩），益农垦区5.1万亩。各垦区共筑大堤235.45公里。[1]

百度百科另列萧山围垦面积为54.61万亩，未注明年份，与上述数字不同，两者并存于此。[3]

据博雅地名网，1991年底移民落户定居者计23090户、75412人，当时这一地区设有六个乡、四十七个行政村与九个农垦场。[1]

经济[edit]

垦区的水闸、渠、桥、路和林带都已配套，主要产出有粮食、棉花、蔬菜、淡水鱼和生猪，并形成了多个商品生产基地。[4]
