村名源于原地片名“盛围里”，村位于其东端，公社化时期为盛东大队。[1]

村民以栽培花木为生。村内有杭萧钢结构股份有限公司等企业，并有钢结构、村级留用地开发与商铺出租等经营活动。[1][2]
