村子在街道西北端，地处炮台湾直河东侧，与宁围街道相邻；北面连着桥南经济技术开发区，104国道与机场高速穿村境而过。[1]

村名的由来：村址原属“盛围里”，取快乐之意而名盛乐。[2]

历史沿革[edit]

村落形成已有七十至八十年，建国前属盛围里，后先后隶属盛围乡、长山乡与城北公社。1981年改为盛乐大队，1984年设立盛乐村民委员会，此后属新街镇。[2]

地理环境[edit]

村域面积约2平方千米，村地系钱塘江淤涨形成的沙土平原，耕地1225亩，其中围垦地302亩。[1]

人口民族[edit]

截至2020年底，村民3470人，党员134人。农户1053户。外来人口则为15000余人。[1]

文化[edit]

盛乐村于2023年3月获认定，系2022年度的「浙江省善治示范村」。[2]
