小营街道是浙江省杭州市上城区下辖的街道，位于上城区北部，办事处设在建国南路98号，辖12个社区。[1][2] 街道因辖内的小营巷得名，这条巷子在太平天国时期曾是听王陈炳文的指挥所所在地。[1] 辖区内保存有太平天国、中国共产党早期活动和近现代名人的旧址。[3][6]

历史沿革[edit]

1861年，太平军再次攻占杭州后，镇守杭州的听王陈炳文在小营巷一带设立指挥部，这一带因曾为太平军营地而得名。[1]

1954年，此处的马市街一带设有马市街街道，归中城区管辖。之后，1999年4月并入的是横河街道，2003年6月并入的是城站街道，两次并入后此地称小营街道。[4]

地理环境[edit]

街道东侧靠贴沙河，西侧沿中河，南面以望江路为界，北面到庆春路，与拱墅区相接。辖区面积，百度百科记为2.98平方千米，博雅地名网记为约2.7平方千米，两者均未注明统计年份。[1][4]

名胜古迹[edit]

太平天国听王府旧址位于小营巷61号。此处原是占地四亩多的庭园，后因修建马市街，院落被隔成了几块；院子的正门朝小营巷，后门通清吟街。门边石碑标明为杭州市级文物保护单位。[6]

1922年9月，中共杭州小组在皮市巷3号正式成立，徐梅坤此前曾专程来杭发展党组织。[3][8] 据百度百科，纪念这一小组的中共杭州小组纪念馆最初于2011年设在方谷园3号，2020年迁往小营巷61号并正式开放；博雅地名网所载地址仍为方谷园3号。[1][3][8] 皮市巷3号原址已拆建，纪念牌嵌在香溢大厦东侧墙上，小营·江南红巷景区即在此一带。[3]

钱学森旧居在方谷园2号，是钱学森在杭州的宅院。宅院为清末所建，占地899.49平方米，被公布为「浙江省第七批省级文物保护单位」。[7] 2011年12月，钱学森故居在钱学森诞辰100周年之际开馆。[3]

郁达夫旧居在大学路场官弄63号，建成于1936年，由郁达夫亲自选址、设计，占地952.1平方米。[9] 该旧居于2023年6月29日由浙江省政府公布，列为「第八批省级文物保护单位」。[3][9]

「毛主席视察小营红巷纪念馆」在小营巷56号，纪念1958年1月毛泽东到小营巷视察卫生工作的事。[3]

直大方伯92号的杭州绸业会馆旧址归小营巷社区管辖。其前身观成堂于嘉庆二十二年（1817年）建在忠清里，据载是杭州最早的丝绸行会议事之所；光绪三十年（1904年）重修，新馆于1914年竣工。[3]

小营街道办事处是杭州市上城区人民政府的派出机构，职责包括统筹辖区发展、组织公共服务、维护安全稳定，以及领导基层自治。[5]
